NDIS Funding Guide • 2026–27 support and claiming guidance

High-intensity care and intensive and complex behaviour support are different concepts, even though some 2026–27 worker rates are identical. A participant's diagnosis alone does not determine which code is appropriate.

The short answer

High-intensity care and intensive and complex behaviour support are different concepts, even though some 2026–27 worker rates are identical. A participant's diagnosis alone does not determine which code is appropriate.

High-intensity daily activities: a skills-based definition

Part 4 defines a high-intensity support as one requiring support from a worker with one or more of the High Intensity Supports Skills set out in Schedule 2, Module 1 of the NDIS (Provider Registration and Practice Standards) Rules 2018. The need arises from what the worker has to perform safely, not merely from the participant's overall level of disability.

Appropriate records should identify the specific skill set, the participant's individual plan, training/competency, supervision, incident response and the actual task delivered. A routine self-care visit should not be upgraded because a participant happens to have a complex medical history.

Intensive and complex behaviour support: a behavioural definition

The schedule describes participants who display frequent behaviours of concern significantly affecting safety or wellbeing and require intensive proactive and responsive strategies, often daily or very frequently, with possible other circumstances increasing complexity. Behaviour support must be individualised, proactive and consistent with applicable restrictive practice safeguards. A behaviour support plan does not automatically mean all support worker shifts qualify for the intensive and complex behaviour rate.

Comparing standard and Level 2 support prices

National hourly item Code Price What supports the choice
Standard self-care weekday daytime 01_011_0107_1_1 $73.58 Ordinary qualifying self-care.
High-intensity self-care weekday daytime 01_400_0104_1_1 $79.60 Relevant high-intensity skill requirements.
Intensive and complex behaviour support weekday daytime 01_450_0107_1_1 $79.60 Behaviour definition, intensive response requirements.
Standard self-care Saturday 01_013_0107_1_1 $103.54 Standard support and qualifying Saturday time.
High-intensity self-care Saturday 01_402_0104_1_1 $112.01 High-intensity care delivered Saturday.

How does specialist behaviour intervention differ from support worker care?

Specialist positive behaviour support is a separately priced professional service. Table 36 includes 11_022_0110_7_3 for specialist behavioural intervention at $252.99/hour nationally. The schedule requires providers to be registered in the specialised positive behaviour supports registration group for this work. That is distinct from an intensive behaviour support worker code. Neither item independently authorises a restrictive practice.

What should a final clinical review verify?

Determine whether the support activity genuinely meets the applicable high-intensity or behavioural definition; verify individual needs and risks, recorded worker competence, correct support plans and evidence the service is delivered. Document why standard support would not be appropriate, and ensure any more restrictive strategies comply with separate legal requirements.

Common questions

Can I charge this just because a code appears in the schedule?

No. The support must meet the participant's disability-related need, applicable funding rules and the permitted claim type. The schedule tells you the price limits, not whether this individual participant can claim every listed item.

Are 2026–27 prices fixed for the whole year?

The schedule is effective 24 September 2026 but may be amended. Check the latest official version and the new claiming documents as they are published.
